INACON has extensive experience in the planning, design, and
implementation of water resources, irrigation, flood management, watershed,
WASH, and solid waste management projects financed by ADB, the World Bank,
AIIB, bilateral donors, and the Government of Indonesia. Our portfolio spans Indonesia,
Cambodia, Lao PDR, and Timor-Leste, supporting governments in translating
policy and investment plans into resilient, inclusive, and sustainable service
delivery.
In the water resources and irrigation subsector, INACON delivers
end-to-end services including flood risk assessments, development of flood
mitigation strategies, river basin and watershed management planning, detailed
engineering design of irrigation schemes and river works, construction
supervision, and institutional strengthening for flood risk and participatory
irrigation management. Across these assignments, we integrate climate
resilience, environmental management, and biodiversity considerations, while
building the capacity of central and local government agencies to ensure
long-term operability and asset sustainability.
Our integrated approach links infrastructure investment with watershed
protection, ecosystem restoration, and livelihood outcomes. We support
sustainable land and water management in upland and downstream catchments
through data-driven planning tools, habitat restoration, community-based
conservation, and innovative financing mechanisms such as payment for
environmental services—protecting ecosystems while enabling smallholders to
improve productivity and incomes.
In water supply, sanitation, and solid waste management, INACON delivers
integrated, climate-resilient solutions that expand access, strengthen
institutions, and improve environmental outcomes, with a strong focus on
pro-poor and gender-responsive service delivery.
Our services cover sector reform, investment planning, and
infrastructure delivery, including asset management frameworks, technical
standards, non-revenue water reduction, system rehabilitation and expansion,
decentralized sanitation, digital utility management tools, and hygiene behaviour
change programs. We have provided end-to-end support to large-scale
community-based initiatives such as PAMSIMAS, SANIMAS, and rural WASH programs,
from planning and design through supervision, training, and program management.
We also support emergency response and climate adaptation,
integrating climate-proofed infrastructure, nature-based solutions, and rapid
implementation approaches to address public health risks and climate-related
shocks. In parallel, we strengthen governance, financing, tariff setting,
monitoring, and safeguards compliance across national and subnational levels to
ensure sustainable operation and maintenance.
INACON’s solid waste management expertise includes waste
characterization, marine debris assessments, financing and institutional
analysis, and strategic action planning at provincial and metropolitan levels—supporting
improved waste governance, reduced marine pollution, and healthier urban
environments.
Together, these engagements demonstrate INACON’s proven ability to deliver
resilient infrastructure, stronger institutions, and sustainable environmental
and social outcomes, supporting government partners in achieving climate
resilience, food security, and sustainable development goals.
